Teacher Leadership and Compensation (TLC)
The Teacher Leadership and Compensation (TLC) System was created by the State legislation.  

Some of the goals of the Teacher Leadership and Compensation System are:
  • Promote collaboration by developing and supporting opportunities for teachers in schools and school districts statewide to learn from each other.
  • Reward professional growth and effective teaching by providing pathways for career opportunities that come with increased leadership responsibilities and involve increased compensation.
  • Improve student achievement by strengthening instruction.

Howard-Winn's application was approved in December and along with it $380,000 in funding. This will be a new funding "bucket".  This past week a TEAM from Howard-Winn attended workshops and seminars to get the latest information on implementation.  More information will follow.  

Governor Branstad's education and water quality tax proposal explained.
In 2008, the Secure and Advance for Education (SAVE) one-cent sales tax was signed into law.  The "penny" sales tax has generated billion of dollars to support infrastructure and technology.  Specifically at Howard-Winn SAVE funding has gone to support our 1:1 program as well as building upgrades.  The law is set to expire in 2029.  

Governor Branstad has proposed that the law be extended however a portion of the funding stream be diverted to address water quality.  It goes without saying that a loss of this funding would be detrimental to Howard-Winn programs.  The Governor's proposal will be reviewed during this Legislative session.
