Next Meeting of the Board of Education:
7:00 p.m. Monday March 14,
Library, Crestwood High School

State Academic Achievement Testing has been going on this past week at Howard-Winn. "TESTING in Progress" signs were up throughout the buildings and it was exciting to see the kids in action. It does seem much emphasis is placed on these "one shot, high stake" tests. We do take them seriously but I do continue to ask myself how these 20th century "fill in the blank" tests truly measure the 21st century learning going on at Howard-Winn.

The State Department of Education and the Legislature are exploring/looking at new State assessments, which is probably a good thing.  At the end of the day, I think the most important thing is we empower and give our kids the ability to THINK, be CREATIVE and enhance their IMAGINATION.  To my knowledge there are no assessments that exists to do this.....yet!  CADET NATION: Moving Forward!

Budget Reductions
As has been shared, due to declining enrollment and state funding, we are looking at $400,000 in reductions. Conversation are ongoing in reference to budget reductions and the collaboration with the Howard Winn Education Association is greatly appreciated. Together we will work our way through this.

One scenario is reducing 1.8 FTE in the elementary (plus an associate) and 2 FTE in the secondary. In addition the GAT/TAG program would move from 2 FTE to 1 FTE serving the District. This would result in over $300,000+ in projected reductions.  Teachers moving to Instructional Coach positions could generate some savings, depending on who moves into vacant positions.  Negotiated wage increases would impact savings.

Because of our decline in enrollment, we are on the State Budget Guarantee. This means we are guaranteed the same level of state funding as last year + 1%.  The enrollment this fall will set our State funding level for the 2017-18 school year.

With every challenge comes opportunities.  Going forward we will continue to "brainstorm" and "think outside the box".  More information will follow. Do not hesitate to call or email any questions to John Carver jcarver@howard-winn.k12.ia.us or call 563 547 2762
